Fiscalization basics

What is electronic fiscalization in Montenegro?

Electronic fiscalization is the mandatory process of sending every issued receipt to the Montenegro Tax Administration (PU) in real time. The system has been in force since 1 June 2021 and applies to all legal entities and sole traders issuing receipts.

What are IKOF and JIKR?

IKOF (Fiscalization Taxpayer Identification Code) is generated by the ENU app when creating a receipt. JIKR (Unique Invoice Identifier) is assigned by the Tax Administration after successful fiscalization and is printed on the receipt together with a QR code.

What is ENU?

ENU (Elektronski Naplatni Uređaj) is the Montenegrin legal term for accredited software or a device for issuing fiscal receipts, registered with the Tax Administration. Fiscall is an accredited ENU.

Do I need a digital certificate?

Yes. Fiscalization requires a digital certificate issued by an authorized provider (Post of Montenegro, CoreIT and others). We help with procurement and setup.

The Fiscall app

What devices does Fiscall run on?

Fiscall runs on Android phones and tablets (Android 7+), and on any computer with a modern browser (Windows, macOS, Linux via the PC version).

What if the internet goes down?

Fiscall has an offline mode — you can issue receipts locally without internet. As soon as the internet returns, the app automatically syncs all receipts with the Tax Administration.

Do I need any special hardware?

No. Fiscall runs on the device you already have — phone, tablet, or computer. For printing receipts you need a thermal printer (Bluetooth or USB), and for barcode scanning you can use the phone camera or a USB scanner.

Can multiple users work at the same time?

Yes. Fiscall supports multiple users on the same company account, with separated roles (ADMIN, OWNER, ACCOUNTANT, SELLER). Each user has their own login.

Does it work with Bluetooth printers?

Yes. The Android version is tested with popular Bluetooth thermal printers. We share the list of compatible models on request.

Pricing and subscription

How much does Fiscall cost?

Fiscall costs €13.99 + VAT per month, per ENU (Elektronski Naplatni Uređaj — the legal unit for a fiscal register). On the same ENU you can use the web version and the Android app at the same time — you pay per ENU, not per device or user. Accommodation providers get a seasonal discount: €6.99 + VAT per month per ENU (instead of €13.99), billed annually upfront at €83.88 + VAT per ENU, with full year-round access.

What if I have multiple registers or sales locations?

Each register is one ENU. Pricing is linear — 2 ENUs = €27.98 + VAT, 3 ENUs = €41.97 + VAT. For 5+ ENUs, contact us for a volume quote.

Is there a trial period?

Yes, we offer a free trial period for new customers. Contact us for details.

Is there a setup fee or contract lock-in?

No. Fiscall has no setup fee, no fee for software updates, and no minimum contract term. You pay only the monthly subscription and you can cancel any time.

How do I get started with Fiscall?

Send a request via the contact form or call +382 67 797 666. Our team will work with you on business-premises registration, certificate upload, app setup and staff training.

Do you provide support in Montenegro?

Yes. Our team is in Nikšić, support is provided in Montenegrin and English, during business hours (Mon-Fri 09:00-15:00 CET). For urgent cases we are available outside business hours too.

What if I want to switch from another fiscal register to Fiscall?

We help with migration — we import items, partners and settings from your previous system. Migration is usually free of charge.
